For iOS, instead of going native you could look at what SA did. By having it just be a homescreen Safari shortcut thing you don't need to go through Apple's App Store requirements ($$$, time, limitations) and I think since it runs via Safari you could actually download directly to device Downloads folder instead of being redirected out of the app into Safari.
This is a good idea, although I would still need to pay for a developer account anyways ($99) to have push notifications, which is the whole point of having the app in the first place. The app is already built and works on iOS, just needs me to pay the $99 and publish.
