Stalled torrents

Stalled torrents take up one download slot and take a lot of time to download (sometimes never). I suggest that if torrent is stalled for 1h, it goes at the end of the queued list to let other torrents download. When it gets to download again after it was moved down, if it is constantly stalled for 6h, it should be moved to inactive downloads. This would help so many users. If it can’t be default, at least add it as an option i settings.
